Talia (Brigandine: Legend of Runersia) vs Manuela Casagranda (Fire Emblem Three Houses)
Levin Sword is the go-to here since it avoids Talia's counters and hits her weaker magic defense. It takes 7 hits with a Levin Sword for Manuela to kill Talia (well, technically exactly 6, but she's losing Fiendish Blow on her counterattacks, so in practice 7) if Talia doesn't bother healing (138/23= 6). On the downside Talia has a bit of evade and Levin Sword accuracy is a bit sus. If Talia just goes berserk, Manuela has 0.84 PDur and 20% regen, so... 0.84, 0.44 (1), 0.57, 0.17 (2), 0.34, dead (3). So Talia 3HKOs here while ramming into counters. Manuela needs to either 4-round if she's seen as going last, or 5-round if she's seen as going first. I know that Talia has mildly below average level in the stat topic, but this is not a huge concern in lategame Brig2, and Swordmaster's awful move is a major problem. So I'd be inclined to see Talia getting the drop here, which means Manuela needs to hit 7/8 of her Levin Sword attacks, which seems unlikely. She can still lose even if she's seen as going first if either Poison connects, or if she can't hit 7/10 Levin Sword Attacks. So... probably Talia.
Side interp call: In Brig2, a 1-2 range attack where the character can't move can't reliably hit every hex at 2 range - it'll skip half them as untargetable. And of course vs. an enemy Talia, this could be exploited a tad by intentionally attacking her from a 2 range hex not in such a line if you really wanted to avoid Flying Snake Fang. This is a little cruel to PC Talia of course as enemies are less likely to avoid this, but... just throwing this out there.

I am fine with ranking all of them, with the asterisk that Futurama attracts a lot of interest and it's nice to have comparatively high-vote count standbys like FE Fates in the NR pool. But oh well.
