Thanks everyone for participating so far. I ask that you please bold your votes for my sanity and vote counting- if anyone has a better method of counting votes, please PM me it. We had two D6 Tiebreaks in this round, as well as a few clear favorites- but no move recieved zero votes!

Rapid Fire(Final Fantasy 5) vs. Hyper (Final Fantasy Legend 2) - ...uh...neither are that interesting.  Rapid Fire is at least awesome (well, X-Fight >_>)
Spellbinding Eye (Grandia 2) vs. Sexy Beam (Disgaea) - It may suck, but GODDAMN is it awesome on concept.
Pow Hammer (Tales of Phantasia)  vs. Lionheart (Final Fantasy 8) - *tink*
Frog Drop (Final Fantasy IX) vs. Gem Missile (Secret of Mana) - Dropping frogs on things is pretty badass on concept.
Randomizer (Wild Arms  1) vs. Turn Shift (Wild Arms:XF) - Randomness is awesome.  
Magicwall (Persona  1) vs. Screwdriver (Mana Khemia) - Mmm...well, both have utility in-game...but Screwdriver looks cooler.  
Laser Silhouette (Wild Arms: Alter Code F) vs. Cymbeline (Fire Emblem 10) - ...argh.  Both are cool.  Go little girl, I guess.  
Ripper Blast (Star Ocean 2) vs. PK Starstorm (Earthbound) - Best move in the game!  GIANT ROCK SPIKES!  PEAR INTO PEACHES!

Silent Lake (Suikoden 3) vs. Radiant Howl (Tales of the Abyss) - Cool name, cool animation.  Also has an extension to it.
Bahamut (Final Fantasy 7) vs. Rakshasa (Breath of Fire 4) - Giant dragon.
Flameria (Lunar: Silver Star) vs. Artem Buster (Shadow Hearts 2) - Mass clearing of randoms + giant flaming swords is cool.  
Sky Dragon Slash (Grandia 2) vs. Lightning Stab (Final Fantasy Tactics) - FFT is ugly.
Dreaded Dragon (Valkyrie Profile) vs. Tear Gas (Star Ocean 2) - Heh.   Tear Gas sounds EVIL...and is pretty cool (a giant SKULL shoots POISON GAS at things).
Devour (Final Fantasy 8) vs. Stealth Rock (Pokemon D/P) - This rationalization of voting was censored due to extreme profanity and sexual content.
Bloody Curse(Valkyrie Profile 2) vs. The End (Final Fantasy 8) - Gambling lets you play God.  Yes.
Geno Whirl (Super Mario RPG) vs. Underpants Dance (Dragon Quest VIII) - UNDERPANTS!

Randomizer (Wild Arms  1) vs. Turn Shift (Wild Arms:XF)
Even not having played XF, this is pretty close just from what I know of XF's Turn Shift. Memories of Hi-Rainbow are too entertaining, though.

Bahamut (Final Fantasy 7) vs. Rakshasa (Breath of Fire 4)
FF7 summon magic was groundbreakingly cool.
Flameria (Lunar: Silver Star) vs. Artem Buster (Shadow Hearts 2)
Joachim hype.
Sky Dragon Slash (Grandia 2) vs. Lightning Stab (Final Fantasy Tactics)
Lightning Stab is emblematic of all that was broken about FFT sword knights. SDS was a copy/paste of Heaven & Earth Cut, and didn't even have a cool voice clip.
Dreaded Dragon (Valkyrie Profile) vs. Tear Gas (Star Ocean 2)
DD has pretty good style, but something about taking down fantasy monsters with tear gas is too awesome.
Bloody Curse(Valkyrie Profile 2) vs. The End (Final Fantasy 8)
The End's brokenness was a bit too obvious.

Pow Hammer (Tales of Phantasia)  vs. Lionheart (Final Fantasy 8): Pow Hammer? Uh okay.
Frog Drop (Final Fantasy IX) vs. Gem Missile (Secret of Mana): Neat little gimmick attack.
Randomizer (Wild Arms  1) vs. Turn Shift (Wild Arms:XF): Bleh, don't like what Turn Shift does to XF gameplay.
Laser Silhouette (Wild Arms: Alter Code F) vs. Cymbeline (Fire Emblem 10): Maan. Both kinda fail.

Silent Lake (Suikoden 3) vs. Radiant Howl (Tales of the Abyss): Shutting down boss magic is just so COOL.
Bahamut (Final Fantasy 7) vs. Rakshasa (Breath of Fire 4): Bahamut had a very nice animation. Rakshasa... just didn't kick in. <_<
Flameria (Lunar: Silver Star) vs. Artem Buster (Shadow Hearts 2): Much more effective. Great MT damage in Lunar? Hell yes.
Sky Dragon Slash (Grandia 2) vs. Lightning Stab (Final Fantasy Tactics): Gameplay worth? Eh, sure.
Dreaded Dragon (Valkyrie Profile) vs. Tear Gas (Star Ocean 2): Easy.

Frog Drop (Final Fantasy IX) vs. Gem Missile (Secret of Mana): I don't even remember the other thing.

Bahamut (Final Fantasy 7) vs. Rakshasa (Breath of Fire 4): Not really the best representative of summons. Meanwhile Rakhasa kicking in was always a great "oh, something's going to DIE" moment.
Dreaded Dragon (Valkyrie Profile) vs. Tear Gas (Star Ocean 2): That one of all the PWS?
Bloody Curse(Valkyrie Profile 2) vs. The End (Final Fantasy 8): Is badass.

Spellbinding Eye (Grandia 2) vs. Sexy Beam (Disgaea) - Surprisingly, I'm more partial to SBE than I am an N1 fanboy.
Pow Hammer (Tales of Phantasia)  vs. Lionheart (Final Fantasy 8) - I prefer the 90% Stun version that Tear gets in Tales Radiant Mythology... or Colette's version which is cuter (and she's not a healer anyway). But sure, I like the concept of pikohan. *piko*
Frog Drop (Final Fantasy IX) vs. Gem Missile (Secret of Mana) - Frogs!
Randomizer (Wild Arms  1) vs. Turn Shift (Wild Arms:XF) - Random hax!
Magicwall (Persona  1) vs. Screwdriver (Mana Khemia)
