Yes, well, obviously those noms would get tossed by the moderator before the tourney started. The last tournament didn't use every submission either.
'tis not a big deal - I agree that the worst is more interesting - but the best of the worst noms might be amusing too.
What CK said partially, and since this is an opinion tourney, I really don't have a basis for throwing out a nom offhand like that. For all I know, the person who nommed it meant it. Look at your own nom for Eternity. There's a nom for that in both the main and failure divisions. I've never heard this song. For all I know, both of you seriously want that song in the group you nommed it for. Should I throw them both out? Toss it out of the main tournament? The failure tournament? And even if I do one of these, what basis do I use to decide which one it gets tossed from? No, I'm just going to take the songs that were nommed repeatedly, then go from the top of the lists, regardless of whether I agree with the songs being in or not. The voters will take care of the rest. Sure, I won't use every submission, but it's not up to me which ones get in and which don't, it's up to the people setting up their lists in the order of how much they want that song in.
