Zombies vs. missing landmarks.  While Wesker has lived just a bit longer than would be expected during a zombie wake, Carmen Sandiego just can't ever be captured - and she can steal the Statue of Liberty while she's at it.  She can't wield a gun like Wesker can, but when you're awesome enough to just leave clues at the scene of the crime with confidence that you won't be caught...well, that's kind of stupid, but cool nonetheless.

The Wicked Witch of the West is mostly just a generic classic, that's really all she has going for her.  MEANWHILE, Boris and Natasha are a brilliant duo of hilarity from Rockey and Bullwinkle.

Jadeite was like the least memorable of the 4 from Sailor Moon.  Nephrite had the whole Moral Dilemna and relationship with Moon's friend, and the other two were gay lovers.  Psy-Crow, meanwhile...is a FREAKING CROW IN A GIANT SPACE SUIT.  That's bad ass!

Wesker is from the Resident Evil world where you have to gather several priceless gems to get a key to the toilet, solve riddles of yore to make keys/keycards fall from nowhere, solve math problems on both sides of a train to use the brakes and well the list goes on.

Resident Evil characters are pretty much the natural enemies of Sandiego as regardless of how bizarre and stupid the puzzle they will always solve them. Also don't forget Wesker can launch Uroboros into the atmosphere, ensuring complete. Global. SATURATION!

Dracula vs. M. Bison- Good draculas are so hard to find among the sea of crap that I can't think of one as good as Raul Julia's Bison.  Probably hurts that I've never read the original work though.
Albert Wesker vs. Carmen Sandiego- Wesker had a pretty good record going, until he let it get personal with Chris.  Then he ate lava pit, followed by rocket launcher (the only way to be sure you've killed a Resident Evil villain).  Sandiego's sense of professionalism meanwhile has let her avoid such pitfalls.

Jason Voorhees vs. Lord Voldemort- Freddy Kreuger would put up a better match.  Jason just lacks the personality to win.
Amon Goeth vs. Anton Chigurh- No vote.

Because Carmen Sandiago has extreme nostalgia points considering the variety of games, items, and of course, a seriously kick ass TV that have revolved around her. She rather badass, and my experience (albeit limited, but still existing with Wesker) doesn't necessarily make me want to extend the same claim to him.
